"I've just run out of patience," said Inspector General Laura Chick, who was appointed by Gov. Schwarzenegger to oversee the state's spending of Federal Recovery Act funds.
She contends the Department of General Services (DGS) has spent $121,788, or just 1 percent of the $25 million it was awarded to reduce state electricity usage by retrofitting state buildings.
In a strongly worded letter to the governor, Chick said DGS has offered a "myriad of unacceptable excuses for their slow pace."
"We share the Inspector General's frustration," said DGS spokesman Eric Lamoureux.
He said DGS has had the authority for less than a year on the projects, and has made considerable efforts to get contracts in place and get state agencies lined up to accept the money and move the projects forward.
Lamoureux blames the lack of a state budget for the delay.
"We can't enter into contracts with additional vendors to do work and we can't get state agencies to enter into loan agreements with us for the projects because we don't have state budget in place," he said.
Thank you, Governator. I doubt eMeg can do any better, but she's gonna spend a $100 million or so trying to convince voters she can do better. She could have just given each adult a million, and the balance to the public school system and have done better for CA and the country already.
